Mr Vu Duc Dam Quang
Mr. Vu Duc Dam Quang is a specialist in climate change, environmental governance, and international cooperation, with over a decade of leadership experience in central government agencies of the Socialist Republic of Viet Nam.
Prior to his work in the environmental sector, Mr. Quang held key positions at the Ministry of Industry and Trade, where he participated in multilateral trade negotiations, international economic integration processes, and free trade agreement (FTA) discussions. During this period, he made significant contributions to mainstreaming sustainability principles and environmental standards into trade policies and next-generation FTAs.
At the Ministry of Natural Resources and Environment, he served as Head of the Division of Climate Change Adaptation (2016-2023) and Deputy Director General of the Department of International Cooperation (2023-2025), contributing to the formulation of national adaptation strategies and the coordination of Viet Nam’s international climate commitments.
He is currently Deputy Director General of the Department of International Cooperation, Ministry of Agriculture and Environment (2025), where he plays a key role in advancing international cooperation on climate change, combating plastic pollution, negotiating free trade agreements (FTAs) and multilateral environmental agreements as well as fostering regional and global partnerships for sustainable development.
Mr. Quang also serves as the national focal point for the negotiation of the Global Plastics Treaty, and leads the Viet Nam National Plastic Action Partnership (NPAP) together with other initiatives on plastic pollution reduction and circular economy promotion. In this capacity, he actively promotes public–private partnerships (PPPs) and strengthens international collaboration to enhance resource efficiency, minimize environmental impacts; and accelerate the transition towards a green, resilient and sustainable economy.
