Ms Fanny Quertamp
Fanny Quertamp is a geographer who has been working in Vietnam since 1996. After completing her PhD in 2003 on the dynamics of peri-urban areas of Hanoi, she contributed to the production of an atlas of the city within a scientific project involving CNRS, IRD and the Vietnamese Academy of Sciences (1996–2001). Her research later shifted towards strategic planning and urban services.
Since 2006, she has specialized in urban issues at the national scale in Vietnam. Between 2009 and 2017, as co-director of the Centre for Urban Planning and Studies (PADDI), she developed training programs, technical assistance, and studies on various urban topics (heritage, services, planning, land, governance, etc.) in the framework of cooperation between the Rhône-Alpes Region, Ho Chi Minh City, and Greater Lyon.
From May 2019 to July 2022, she led in Vietnam the regional project Rethinking Plastics – Circular Economy Solutions to Marine Litter at Expertise France. Co-financed by the European Union and the German government, this project supported seven East and Southeast Asian countries in transitioning towards a circular economy and reducing plastic waste, through capacity-building, knowledge-sharing, and pilot projects. In 2023, she directed the Vietnam Action Against Plastic Pollution (USAID) project, focused on improving waste management and promoting reduction, reuse, and recycling of plastics through a multi-stakeholder approach.
Since 2024, she has been working as a consultant for institutions such as AFD, GIZ, the World Bank, IFC, and UNDP, focusing on urban development and circular economy. Her expertise lies in public policy design and technical assistance to promote better practices in circular economy.
